From written agreement to registered ownership
A private sale should be recorded in writing, but the agreement does not replace the official transfer process. The seller uses the NCO form to notify the sale, while the buyer uses the RLV process and supporting documents to register and license the vehicle.
Where finance is involved, the financing institution is generally the titleholder. Registration certificates and settlement documents may remain under lender control until the agreement is settled and the required papers are released.

A signed agreement records the transaction but cannot solve an incorrect titleholder, missing registration certificate or unresolved finance agreement. Resolve those issues before irreversible payment or handover.
Missing or lost registration papers
Official guidance says the titleholder must apply personally for a duplicate registration certificate. The process uses the DRC application and DCT declaration, together with identification, proof of address and the prescribed fee. A financed vehicle may require the lender, as titleholder, to control the process.

Frequently asked questions
Does the sale agreement transfer the car on eNaTIS?
No. It records the commercial transaction and proof of purchase. The seller still submits the NCO notification and the buyer still completes the RLV registration and licensing process.
How often must a vehicle licence be renewed?
Every year before expiry. A 21-day grace period follows the expiry date, but arrears and penalties can apply after that period.
Are the NCO and RLV the same form?
No. The seller uses the NCO to notify the sale. The buyer, titleholder and owner use the RLV to apply for registration and licensing.
Who owns a financed vehicle?
Official guidance describes the finance institution as titleholder when the vehicle is financed, while the customer is generally recorded as owner.
Can the buyer register without the original registration certificate?
Official used-vehicle guidance lists the registration certificate in the seller's name as a supporting document. The registered titleholder should resolve a missing certificate before completion.
